摘 要:以湖北省通山县为例,基于自然、经济和社会等限制性因素的分析,利用综合修正法测算了农村居民点的现实整理潜力,在此基础上,建立挂钩能力指数模型,根据各乡镇城乡建设用地增减挂钩能力将其划分为优先挂钩区、重点挂钩区和限制挂钩区,并对通山县城乡建设用地增减挂钩进行布局,以期切实提高城乡建设用地资源配置和利用效率。The institution of linking the increase in land used for urban construction with the decrease in land used forrural construction (LIDL) is one of the effective means to balance the development of urban and rural area. It ismeaningful to realize economic development and farmland protection at the same time especially for mountainous areawhere land resource is limit. On the base of analyzing the restrictive factors such as natural factors, economic factors andsocial factors, the article calculates the realistic potential of rural residential land consolidation in Tongshan County.Then, by building the index model of linkage ability, the article divides the rural residential land in Tongshan County intoseveral parts as preferred hooking area, key hooking area and limited hooking area. Finally, the article arranges the layoutof linking the increase in land used for urban construction with the decrease in land used for rural construction inTongshan country to improve the allocation and use efficient of urban and rural construction land use.
