摘　　要：目前,外生型产业集群的发展面临根植性弱、逐底竞争以及集群迁移等诸多挑战。它具有与创新型集群不同的形成机制,应置于全球价值链的分析框架中加以认识。外生型产业集群可通过政府"搭台"、企业"唱戏"与行业协会"运营"的联合行动和治理,实现其升级。Presently exogenous industrial cluster is confronted with problems of weak root,racing to the bottom and cluster relocation in its development. With its different formation mechanism from that of innovative cluster, the exogenous industrial cluster should be understood and analyzed in the framework of global value chain. Joint efforts of government ,enterprises and industrial associations should be made in the operation and governance of the exogenous cluster so as to realize its upgrading.
