长株潭融城的困境与对策分析

摘　　要：长株潭融城之困境由来已久,突出表现为城际公交发展举步维艰,融城项目屡屡被修改为长沙"一城独大"项目,绿心规划重生态环境保护、轻城市集群发展而导致三城相互割裂。行政区划的阻碍是导致这一现象的最根本原因,长株潭3个城市是各自独立的行政主体,在争取项目时,均以自身利益最大化为出发点,相互争夺,致使利于融城的项目难以实施;另一个原因则是建设资金的匮乏。建议采取以下对策:湖南省政府对三市发展予以明确定位,统筹规划,协调三市的融合发展;修正与完善绿心规划,扩大可开发面积,积极招商引资,促进融城地带的建设;在市场机制的激励下,企业、投资者、政府机构纷纷抢滩长株潭,兴办实业,以推进长株潭融城的实现。Unreasonable administrative diversion and lack of construction funds resulted in the following situation：the intercity buses have become more and more difficult to survive;projects which were used to help the three cit-ies （Changsha,Zhuzhou and Xiangtan）to be integrated had changed to promoting the economy of one city （Changsha）;the “green core”planning has been paying more and more attention to environment conservation and ignoring of cites cluster has gradually caused the three cities to be separated.The above suggest that integra-tion of the three cities is not a simple thing but needs to take a long time to achieve it.Some suggestions will be given to change the unfavorable situation：firstly,Hunan government should coordinate and plan as a whole and make sure that the three cities have accurate position respectively during economic development;secondly,the core green planning should be amended and complemented so as to expand the construction area and increase at-traction strength which are good for the development of the combined area;thirdly,all investors should rush into these three cities and establish industries to push the integration of Changsha,Zhuzhou and Xiangtan.
