佛山市南海区镇级医院防保机构公共卫生相关事件应急处置现状及存在问题分析

摘　　要：目的了解佛山市南海区镇级医院防保机构公共卫生相关事件应急处置现状及存在问题,为基层防保机构应急体系建设提供依据。方法对全区15个镇级医院防保机构进行公共卫生相关事件应急处置现状调查。结果佛山市南海区公共卫生相关事件频发,各镇级医院防保机构能够按规范进行应急处置,落实相应防控措施,使事件得到有效控制,但尚存在镇(街道)及医院对公共卫生相关事件应急处置重视程度不够、应急处置经费没有保障、应急人员待遇偏低、应急人员能力不足等问题。结论南海区镇级医院防保机构已具备对公共卫生相关事件的应急处置能力,各镇(街道)政府应建立辖区内应急处置工作机制,加大应急处置经费投入;各医院要配备足够的应急人员并提高其待遇,通过培训、演练等方式提高防保机构应急人员的能力,使其与日益频发的公共卫生相关应急处置任务相适应。Objective To study the response capacity and current problems of events related to public health in township hospitals center for disease prevention and control in Nanhai district, so as to provide scientific basis for the construction of emergency system. Methods A status survey was carried out on 15 units of the township hospitals centers for disease prevention and control in the whole district. Results There was a high frequency of public health related events in Nanhai district of Foshan city, each township hospitals center for disease pre- vention and control could finish emergency response for events in regulation, could implement related preven- tion and control measures, to bought effective control for events, however some problems existed such as town- ship hospitals do not pay enough attention to emergency response, there is no guarantee of emergency funds, the salary of emergency staff was low, and their emergency ability was insufficient. Conclusions The emergen- cy capacity for events related to public health has been established in center for disease prevention and control of township hospitals in Nanhai district, each government in town should establish the working mechanism of e- mergency response, increase the input of funds; The hospital of town should provide adequate emergency staff and improve their salary, in order to improve the ability more emergency knowledge training and drilling, to make of emergency staff, it was necessary to implement sure it can matched to the increasingly frequent pub-lic health emergency response tasks.
