摘 要:分析水电工程的生态环境影响及其评价研究进展情况,探讨将基于模糊逻辑的综合评价法应用于水电工程的生态效应研究.对模糊综合评价理论中因素集和评语集的建立、隶属度函数确定、模糊算子选择等问题进行分析,引入降半阶梯形分布函数用于隶属度计算,选择加权平均型模糊算子用于模糊关系合成.结合水电工程生态效应的指标体系和评价标准,构建水电工程生态效应模糊综合评价模型,定义一个能反映各个评价指标对评价结果影响大小和方向的参数即指标综合影响向量,并根据实例中已经建立的指标体系和评价标准对模型进行验证.结果表明:所建模型对于大朝山水电站生态效应的评价结果符合实际情况,并与前人评价结论相吻合;定义的指标综合影响向量能够反映各指标对水电工程生态效应影响的大小和方向;所建水电工程生态效应模糊综合评价模型是合理的、可行的.After analysis of the ecological environment impact and the assessment research progress of hy- dropower projects was done, the application of the comprehensive evaluation method based on fuzzy logic to the ecological effect evaluation of hydropower projects was discussed. The establishment of factors, and evaluation sets, the determination of membership functions and the selection of fuzzy operators in fuzzy comprehensive evaluation were analyzed in detail. Also the drop half step distribution function was intro- duced for membership degree calculation and the weighted average fuzzy operator was chosen for fuzzy re- lations synthetic. Based on the index system and evaluation standard of the ecological effect evaluation of hydropower projects, a fuzzy comprehensive evaluation model of ecological effect of hydropower projects was set up, and a parameter called index comprehensive influence vector which reflected the effect size and direction of each evaluating index on the ecological effect of hydropower station was defined. According to the established index system and evaluation standard in a specific instance, the model was seriously veri- fied. Results show that the evaluation results of the ecological effect of Dachaoshan hydropower station calculated by the model conform to the actual situation and they are in conformity with the previous evalua-tion conclusion. The index comprehensive influence vector can well reflect the effect size and direction of each index on the ecological effect of the hydropower station, so the fuzzy comprehensive evaluation model is reasonable and feasible.
