摘　　要：科技项目监管是政府科技计划项目管理的核心。高效合理的科技项目监理能保障科技项目经费的合理使用。集成应用云计算技术和Web开发新技术,采取PHP+ORACLE+JAVASCRIP+AJAX语言编写,按照MVC(Model View Controller)模型(model)-视图(view)-控制器(controller)的架构搭建了科技计划项目监理业务信息系统平台,实现了对科技计划项目进行高效便捷的监管。Science and technology project is the core business of government science and technology program. Efficient and rational supervision is the garantee to the rational utilization of project fund .In order to perform an efficient and convenient supervision of science and technology project, the cloud computing and Web-based development are integrated into the building of MVC（Model View Controller） framework of the science and technology project supervision information system platform which is programmed by means of PHP＋ORACLE＋JAVASCRIP＋AJAX languages.
