摘　　要：促进人口城镇化与土地城镇化的协调发展是我国推进新型城镇化的重点所在,而加快发展中小城市是优化城市规模体系的主攻方向,研究中小城市人口和土地的协调发展具有重要的意义。选取山东省菏泽市牡丹区为例,构建协调性模型测度其人口城镇化和土地城镇化协调发展状况,从演变特征和协调发展角度进行分析。结果显示:中小城市逐步放宽户口准入政策,有效促进了农村人口向城市和城镇合理有序转移;2008年以来,中小城市土地城镇化推进速度快于人口城镇化,存在空间失控的现象;中小城市人口城镇化与土地城镇化协调发展度偏低主要是由于发展度较低。Promoting the coordinated development of population urbanization and land urbanization is the key of new urbanization of China,and accelerating the development of middle and small cities is the main direction of optimization of the systems of cities.It has great significance to study the coordinate development of population and land in middle and small cities.This paper selected Mudan district,Heze city in Shandong province,and built coordination model to measure the level of coordinate development of population and land.The results show：the gradual relaxation of small cities account access policy,effectively promoting the orderly transfer of rural population to cities and towns reasonable;since 2008,to promote small and medium urban land urbanization rate faster than population urbanization,there is a space runaway phenomenon;small urban population urbanization and land coordinated development degree of urbanization is low mainly due to lower development level.
