摘　　要：结合灌南县建设四级图书馆流通服务网与构建公共图书馆服务体系的实践,对经济欠发达地区图书馆如何实施总分馆制、克服软硬件投入不足制约农村图书馆事业发展的瓶颈进行了探索。Connecting with the practice of Guannan County in constructing 4-level library’s circulation service network and public library’s service system, this paper probes into how the libraries in economic less-developed areas to implement the central-branch library system and overcome the bottlenecks restricting the development of rural library caused by the under-investment of hardware and software.
