多环节可变主体行为监管的行为观测力度评估——以食品安全监管问题为例

摘　　要：在多环节可变主体行为监管中,被管理者完成的事务需要涉及多个环节,每个环节中会有多个监管主体参与,这增加了监管的难度。将多环节可变主体行为观测力度作为研究对象,结合典型的食品安全监管案例,利用主成分分析及因子分析对相关监管方的行为观测力度进行了评估,结合评估结果提出改善行为监管能力的策略。In the behavior management field, there is a kind of supervision that involves multiple links, alterable participants existing in each link, and there are different supervision game relationships between participants in different links, which increase the difficulty of supervision. This paper focuses on ＂multi-links with alterable participants＂ behavior, and the observation level of the behavior is analyzed with several typical food safety case. Relevant regulators behavior observation level is evaluated by factor analysis method. Combined with the analysis resuits, it puts forward strategy and countermeasure for improving the capability of the supervision.
