摘　　要：云南省基于加快跨越发展、保护优质耕地、建设宜居城镇的思考,为有效解决耕地保护与城镇建设用地日益增长的矛盾,全面探索和实践"保护坝区农田、建设山地城镇"的发展道路,并取得了阶段性的建设成果。山地城镇化本身有其缺陷,加之各地在理解和执行新政中存在着各种偏差,云南山地城镇化过程中会产生各种冲突和矛盾。因而云南山地城镇化要做到与城镇规划相协调,与土地利用相协调,与农民进城相协调,与产业体系相协调,与人居环境相协调,与民族文化相协调。Based on the thinking about accelerating the leaping development, protecting the high qual- ity farmlands, building livable cities and towns, and effectively solving the conflicts between farmlands protection and urban construction land expansion, Yunnan Province fully explores and practices the development path of ＂protecting farmlands on the intermountain plain, constructing towns on the highland＂ , and strategic achievements have been made. Because highland urbanization has its drawbacks, and there are all kinds of deviations from the New Deal in understanding and implementing, Yunnan highland urbanization will be faced with lots of conflicts and contradictions. Thus Yunnan highland urbanization should be in harmony with urban planning, with the land using, with the farmers into the city, with the industrial system, with the living environments, with the national culture.
