摘　　要：介绍了西藏水利工程基本建设情况及工程管理存在的问题,分析了问题的原因,提出了规范工程立项的决策行为和招投标活动,强化设计管理、诚信管理及质量安全管理等工程管理措施。Development status of hydraulic engineering projects in Tibet is introduced and existing problems in the project management are summarized. Possible reasons for those problems are analyzed. Management measures are then proposed,including the standardization of decision making and tendering procedures of the projects,rigorous management of the design,credibility management and quality and safety management.
