民营资本介入古村镇旅游开发的历程与问题研究

摘　　要：随着更多的古村落、古镇成为当前旅游的热点,民营资本介入古村镇旅游开发趋势日渐明显,包括介入的领域越来越广,介入的方式越来越多,介入的程度也越来越深,引起的矛盾与问题也随之越来越多。在实地考察与文献研究的基础上,认为民营资本介入古村镇旅游开发经历了民间自发介入、政府招商介入和专业经营介入3个阶段,不同的阶段呈现出不同的特点,特别是当前存在的社区矛盾、短期行为等问题表现突出。为此,需要选择合适的商业模式加强利益关系协调,优化利益分配机制提高社区参与、完善政策法规降低经营风险,从而确保民营资本能够合情、合法、合理地介入古村镇旅游开发。As more ancient villages and towns become the current tourist hotspots, the trend of private capital involvement in tourism development of ancient villages and towns is becoming more obvious, with the involvement fields being more and more widely, the number of interventional way becoming more and more, and the degree of intervention becoming deeper and deeper, so more and more contradictions and problems are arising. Based on the survey and literature studies, the author thinks that the development process On private capital involved in tourism development of ancient villages and towns has experienced three stages： the folk spontaneous intervention, the government investment promotion intervention and the professional business intervention. Different characteristics are presented in different stage, and the existing community contradictions, the short-term behavior problems are especially outstanding, therefore there is need to choose the right business model to strengthen the interest relationship coordination, optimize the interest distribution mechanism to improve the community participation, and reduce operating risk by improving policies and regulations , ensuring that private capital involvement in tourism development of ancient villages and towns can be legitimate, fair and reasonable.
