摘　　要：65岁的吴新雄无疑正在与时间赛跑。他既需努力淡化派系色彩、带领当前满身贪腐印迹的能源局继续前行,还希冀未来能源部局奠定基本框架与施政理念。但在经历电监会时代的大权旁落后,以电监会同僚为主要班底的能源局,能否勇敢割弃审批权,朝着更为高效、专业的现代部委迈进？8月4日,国家能源局局长吴新雄在嘉兴分布式光伏发电交流会上的一席演讲在业内引起了巨大震荡,各种解读层出不穷。The 65- year- old Wu Xinxiong is racing against the clock. He is both needed to weaken faction and lead the current national energy administration moving forward, hoping to build the basic framework and policy ideas at the same time. However, after State Electricity Reg u lator y Com m is sion a ge, whether memb ers of State Electricity Regulatory Commission can abandon approval, working towards more efficient, professional and modern ministries. At the beginning of the new national energy administration, public has high expectations: restart the reform, advancing market. But, after 18 months, expected reform measures did not appear.
