摘  要:针对有序用电管理工作中的避峰专项预案编制展开研究。基于有序用电精细化管理理念,以公平合理性为总原则,辅以经济性要求,设计了避峰预案的编制流程,并提出了避峰预案分级分组的概念。首先,利用综合评价方法确定各用户参与避峰的优先级,并形成避峰序位表。然后根据避峰序位和可避峰负荷大小对用户进行分组。最后依据用户组的顺序安排机制,并以社会避峰损失最小为目标,优化各级避峰负荷的用户组构成。算例分析结果表明,上述避峰预案编制方法能保证避峰优先级综合评价值较小的用户优先参与避峰,提高预案的科学合理和公平性;有效反映产业结构调整、用户节能减排和保护环境等政策导向;同时避免传统方式下部分大用户避峰损失过大。Based on the idea of delicacy management for ordered power utilization and taking both fairness and reasonableness as the general guidelines and taking the demand in economy into account, a draft procedure for the preset scheme of peak averting is designed, and a concept of classification and grouping of the preset scheme of peak averting is put forward. Firstly, utilizing the method of comprehensive evaluation the priorities of all power consumers to participate the peak averting are determined and the ordering list for peak averting is formed;then according the ordering of peak averting and the capacity of avertable peak load the power customers are grouped; finally according to the sequential arrangement of power customer groups and taking the minimized social loss due to peak averting as the objective, the composition of power customer groups of various levels of peak averting load is optimized. Results of case study analysis show that above-mentioned drafting method for the preset scheme of peak averting can ensure that the power customers with smaller comprehensive evaluation values of peak averting priorities possess the priority right to participate the peak averting, thus both reasonableness and fairness of the preset scheme can be improved; the policy orientation such as industrial restructuring, energy saving and emission reduction of power customer and environment protection can be effectively reflected; meanwhile the excessive loss of partial large customers due to peak averting under traditional peak averting patterns can be prevented.
