摘　　要：现代城市及其管理是一类开放的复杂巨系统,应对其复杂性须基于专家体系、计算机体系、数据体系实现从定性到定量的综合集成。随着新一代信息技术与知识社会创新2.0的互动与重塑,大数据技术的形成和发展为丰富和完善综合集成法,推进大成智慧工程提供了新契机。大数据的整体性思维及其对混杂性和相关性的关注使其成为应对复杂性的重要技术支撑。大数据时代的城市管理应基于综合集成法,抓住新一代信息技术和创新2.0融合发展的契机,实现人的联网、物的联网、数据的联网和思想的联网,充分认识并利用大数据给城市管理带来的新机遇,实现面向创新2.0的城市管理大数据应用和价值挖掘,推动智慧城市发展水平的全面提升。Modern city and its management is an open complex giant system. With the development and interaction of the new generation of ICT and the next generation of innovation in a knowledge-based society （ innovation 2.0） , the formation and development of big data technology provide new opportunity to develop and enrich the meta-synthesis methodology and meta-synthetic wisdom engineering. The integrative thinking of big data and its concern about mixture and relevance make it an important technical support to deal with complexity. Urban management in the era of big data must seize the opportunity of the new generation of ICT and innovation 2.0, fully utilize internet of people, internet of things, internet of data and internet of ideas based on meta-synthesis, set the strategy based on big data for a smart city development.
