关于新型林业生产经营主体培育与组织创新的思考

摘　　要：阐述了新型农村林业生产经营主体概念,以十八届三中全会明确提出的积极培育新型农业经营主体,加快构建新型林业生产经营体系为目标,论述了作为大农业的重要组成部分,新型林业生产主体的构建已成为当前推动林业生产发展的重要推动力量。从实践来看,当前各新型林业经营主体概念不清、政策扶持不够等问题已经成为阻碍林业生产发展的重要方面。提出要以加强示范引导、扩大政策扶持为手段,推动新型林业经营主体健康发展。This paper expounds the new type of rural forestry production operators to this concept, puts forward in the third plenary session of the eighteenth, cultivate a new type of agricultural management main body, accelerate the establishment of new forestry production management system as the goal, as an important part of agriculture is discussed, a new forestry production main body construction has become the important driving force to promote the development of forestry production, from the point of practice, the current various new forestry operators concept is not clear, such as policy support is not enough problem has become a important aspect for the further development of forestry production, therefore, put forward to strengthen the demonstration by means of guidance, expand policy support, promote healthy development of the new forest management main body.
