摘　　要：农牧区社会保障体系建设关系到民族地区经济发展和社会稳定。完善农牧区社会保障体系是内蒙古加快脱贫、改善民生的必然要求。通过对内蒙古通辽市库伦旗农牧区的实地调查,在了解库伦旗社会保障体系建设现状的基础上,分析当前存在的问题及成因,并进而提出建议和对策,以期为内蒙古加快农牧区社会保障体系建设,进一步提高广大农牧民社会保障水平建言献策。The social security system in the agricultural and pastoral area is closely related to its economic development and social sta- bility. The improvement of this system is a prerequisite for the poverty - eradication and better livelihood in Inner Mongolia. This study is a field investigation of the agricultural and pastoral area of Kulunqi in Tongliao Municipality of Inner Mongolia, It analyzes the exist- ing security system and related problems and possible causes, and brings up some suggestions for improving it.
