新型城镇化实施路径成本探析——以江阴市为例

摘　　要：在推进新型城镇化进程中,应当重视和发挥中小城市尤其是经济社会发展有一定优势的中小城市对农业转移人口的吸纳作用。农业转移人口市民化,不仅仅是身份的转变,更重要的是附加在不同身份上的权利与福利的转变,要求城市政府具备相应的服务能力,能够承担得起相应的城镇化成本。通过对江阴市农业转移人口城镇化需求和特点的分析,重点探讨了中小城市和城镇农业转移人口城镇化路径的选择及政府在农业转移人口城镇化进程中需承担的成本,并对推进新型城镇化健康发展提出相应的政策设想,探讨优化的实施路径,期望更好地促进新型城镇化发展。In the process of advancing the new urbanization, attention should be paid to giving full play to explore the potential of the medium-and-small-sized cit- ies, especially those with comparatively advanced economic and social develop- ment, in absorbing the population from agricultural sectors. The citizenization of peasants is not merely about transferring their identity, but more importantly is about transferring the rights and welfare attached to the different identities, which accordingly requires municipal governments to be matched with capacities that en- able them to proved service and at the same time to cover the extra costs of the new urbanization. Through analyzing the demands and characteristics of the urban- ization of population from agricultural sectors in Jiangyin City, this paper mainly explores and discusses the strategies for the urbanization population from agricul- tural sectors in medium-and-small-sized cities and towns, and the possible costs that should be born by local governments in the urbanization process of the new urbanization. With the hope of facilitating the new urbanization this paper propos- es some preliminary ideas in relation to the new urbanization polices and explores the practical way for the implementation.
