摘　　要：涉及民族、宗教因素突发事件的形态表现正从单一型转向复合型,具有突发性、威胁性、复杂性等特征,一旦处置不当,就会呈链式结构发展,扩散蔓延到其他领域。防范和处置涉及民族、宗教因素突发事件必须从国家长治久安的大局着眼,有针对性地加以解决。围绕国家对于应急管理的"一案三制"框架,就当前涉及民族、宗教因素突发事件的防范和处置工作中存在的主要问题,提出要从体制上加强综合协调、机制上确保快速反应、法制上完善法律措施以及规范预案管理的对策建议。The form that is emergencies related to ethnic and religious factors is turning to the complex from the simple.It has some characteristics such as sudden , threatening and complexity.Once the things deal with the wrong way , it will develop a chain structure and spread to other areas.Protecting and disposing the emergencies re-lated to ethnic and religious factors , must focus the lasting stability of the nation and solve by being targeted.A-round the country to the emergency management framework “One plan＆amp;three systems”, main problems of preven-tion and treatment work in the emergencies related to ethnic and religious factors , we put forward to strengthen the comprehensive coordination mechanism , make sure rapid response from the system , perfect legal measures in the legal system and the advice about standardizing contingency plan management.
