摘  要:地方政府的制度创新行为对推进低碳试点具有决定性影响。考察珠海市试点案例,旨在探究在推进低碳城市建设过程中地方政府制度创新的角色及行为。利用"第一行动集团"和"第二行动集团"分析框架,发现规划引领、任务分解、组织保障、社会参与是推进试点的主要手段;而由于概念界定模糊、低碳领导组织体系虚化导致的协调不力以及由城市层级所限形成的制度掣肘,成为削弱试点成效的主要因素。要在碳减排体制机制创新上有所突破,必须发挥"三方机制"合力,明确细分低碳事项、界定与之对应的政府职责,实现低碳发展职责同构、法制先行。The behavior of the local government institutional innovation has a decisive influence on the pilot. Taking the case of Zhuhai Special Economic Zone as an example, it is to explore the role and behavior of local government in promoting the process of institutional innovation in the construction of low carbon city. Based on the analysis of the "first action group" and "second action group" framework, it is found that planning guide, task decomposition, organizational guarantee as well as social participation are the keys to promoting the pilot. On the other hand, the poor coordination caused by fuzzy concept in low carbon and virtual leadership and the formation constraints caused by limited city level, become the main factors to weaken the pilot. In order to make a breakthrough in the innovation of systems and mecha- nisms, it is needed to play the function of "three--party mechanisms", to make the subdivision of low carbon matters clearly, to define the governmenfs responsibilities and to make low carbon development isomorphic and standardized in accordance with the law.
