摘  要:2010年广东南海本田工人罢工及工资协商中,广东省总工会发挥了重要作用,而其介入到下级工会推进工会民主建设和工资集体协商的做法被称为"上代下"。"上代下"工作机制产生的根本原因在于企业工会的依附性和代表性危机。作为政府代理人的地方工会,面对工人日益增多的代表性诉求,需要实现从代理人向工人利益代表者的转换。帮助企业工会进行民主建设、推进工资协商则是代表性构建的主要措施。地方工会通过"上代下"进行集体协商,不仅解决了工人工资增长诉求,还有效平息了罢工,产生了形塑工人行动路径的非预期性效果。也就是我们常说的"围绕中心、服务大局,为经济加油,为党政分忧",这也是体制内的要求。Guangdong Federation of Trade Unions have played an important role in the Nanhai Honda wage negotiations in 2010. It get involved to the enterprise unions democratic construction and the boost of the collective negotiations on wage, which is called Up Represent Down. We think that the key reason of the up represent down is the crisis of the dependence and representative of enterprise union. As a government agent, the local union faces an increasing need of representative. It requires that the role of the local trade unions change from the government's agent to the workers' interest representative. The main measures of the representative building are the enterprise unions democratic construction and the boost of the collective negotiations on wage. Through the Up Represent Down in the collective bargaining the local union not only solved the need of workers' wage growth, but also quelled the strike effectively, which produce the unintended consequence of shaping workers' action. This is what we said around the center, the service of general situation, cheer for the economy, Share the trouble with the government. This is the requirements of the system.
