摘　　要：矿产资源总体规划实施情况评估是分析规划目标任务落实情况、找出存在问题和提出改善对策的重要科学手段。针对江苏省第二轮矿产资源总体规划,采用定性与定量相结合的方法,在资料分析与调查研究的基础上,从矿产资源调查与勘查、矿山数量与开采规模、资源合理利用与保护、综合利用与绿色矿业发展、矿山地质环境保护与治理等方面对规划实施情况进行了综合分析,采用层次分析法对规划目标的实现程度进行了量化评价。评估结果表明,江苏省第二轮矿产资源总体规划实施情况优秀,规划目标实现程度达到90%,个别目标完成难度较大,应及时开展规划修编并采取相应改进措施。Assessment of implementation of general plan for mineral resources is an important means for analyzing to what degree a target job has been done, finding issues and giving countermeasures for improvement. Regarding second-round overall plan of mineral resources in Jiangsu Province, this paper adopted both qualitative and quantitative methods, on the basis of data analysis and investigation, performed a comprehensive study in view of mineral survey and exploration, number of mines and mining scale, reasonable use and protection of resources, integrated use and green mining development, mine geology environment protection and treatment, quantitative evaluation of the fulfillment of the planned objective using analytic hierarchy process. The assessment result indicated that the second-round implementation is excellent with objective fulfillment of 90%, a few targets hard to achieve needing revision and improved measures.
