摘　　要：2008年,山东省昌邑市在全国率先推进城乡环卫一体化,通过机制、管理、技术三大创新,有效破解了垃圾围城、围村问题,打造了"昌邑模式",并通过市场运作走出昌邑,带动异地他乡实现环卫作业标准化、环卫工作管理职能化、环卫事业发展市场化,改善了城乡人居环境,把小环卫做成大事业。The city of Changyi in Shandong province has taken the lead in carrying forward the integration of urban and rural environmental sanitation, and through the three major innovations of mechanism, management and technology, it has effectively solved the problem that villages are sieged and crawled around by wastes, and has created 'Changyi Pattern' which has been exported to the outside from Changyi through market operation, and has facilitated other regions and towns to realize the standardization for the job of environment al sanitation, functionalization for the work management of environmental sanitation, marketization for the project development of environmental sanitation, over time it has changed and improved the urban and rural residential environment, and has made the environmental sanitation be a great project.
