摘　　要：目的比较全球基金艾滋病项目社区组织项目和武汉中盖艾滋病项目,在男男性行为人群(MSM)中的投入与产出。方法收集、整理两个项目2012-2013年在MSM中的投入和产出数据,经处理分析后进行比较。结果全球基金艾滋病项目社区组织项目与武汉中盖艾滋病项目2年间,在MSM中分别投入83.3万元和135.8万元,干预17 539人次、14 246人次,动员检测2232人、7132人,发现艾滋病病毒(HIV)抗体阳性52例和228例;前者相应的干预成本、HIV检测成本和新发现阳性成本分别为24.4元/人次、192.3元/人和7371.2元/例;后者的相应成本依次为45.5元/人次、77.5元/人和2496.8元/例。结论在干预效果因严重知行分离现象而乏力的情况下,调整经费投入标准,注重对目标人群的HIV动员检测和阳性发现;而在阳性检出率较低的目标人群中,应继续以有效干预为主,兼重动员检测和阳性发现,实现艾滋病的三级预防。Objective To compare inputs and outputs between Global Fund AIDS Prevention Program-Hubei Community Program and China-Gates Program in Wuhan among men who have sex with men（MSM）.MethodAssociated data of two programs in 2012 and 2013were collected and sorted for analysis and comparing.Results In two years,Global Fund AIDS Prevention Program-Hubei Community Program and China-Gates Program in Wuhan invested 0.833 and 1.358 million yuan,intervened 17 539 and 14 246person-times,detected HIV antibody in 2232 and 7132MSM,and found 52 and 228HIV positive MSM,respectively.The cost for intervention,HIV detection,new reported HIV positive cases in Global Fund AIDS Prevention Program-Hubei Community Program was 24.4yuan/person-time,192.3yuan/person and 7371.2yuan/case,and the corresponding costs were 45.5yuan/persontime,775yuan/person and 2496.8yuan/case in China-Gates Program in Wuhan.Conclusion Financial investment should be adjusted to focus on mobilization of target population for HIV detection and discovery of HIV positive casesunder the condition of poor intervention effect resulting from serious separation of recognition and behaviors.In target population with low HIV prevalence,HIV intervention should be paid more attention,combining with mobilization of HIV testing and discovery of new HIV positive cases,to realize the tertiary prevention of HIV/AIDS.
