摘　　要：从企业价值链理论的视角,对信息组织机构竞争战略与价值链进行系统分析,探讨服务模式创新的方法,提出价值服务战略的核心就是如何围绕产品生命周期服务、解决问题集成服务、系统集成服务、价值网络协同服务、价值网络运营服务、信息融合服务、基于IT新功能服务、基于IT系统融合服务和基于IT的网络平台服务的九种价值服务体系采取的服务战略,以此实现公共信息资源服务价值的最大化。This article makes a systematic analysis of the information organization competitive strategy and service model innovation in value chain. It discusses the above - mentioned nine factors effeeting each other and compri- ses the basic value system of the information organization, such as products life cycle services, solve problem inte- grated services, system integrated services , value network collaboration services, value network management serv- ices, information fusion services, new function services based on IT, system fusion services based on IT and net- work fiat services based on IT. so the maximization of the value of the public information resource services will be realized.
