高校党风廉政建设责任制绩效管理体系研究——基于“平衡计分卡”的视角

摘　　要：基于平衡计分卡视角的党风廉政建设责任制绩效管理体系是在党的一系列重要会议精神指引下,为解决高校党风廉政工作现实问题而提出的。通过平衡计分卡战略地图和指标体系的建立,将高校党风廉政建设责任制战略要求转变为个人的行动指南,有效落实了党风廉政建设责任制的工作实效。在使用中要注意认真领会党关于政府绩效管理工作的会议精神,综合运用绩效管理工具准确设计高校党风廉政建设绩效管理体系;应以平衡计分卡为战略工具,建立高校党风廉政建设责任制绩效管理体系;在制定平衡计分卡时应体现不同部门和不同岗位的差异。Clean and Honest Administration performance management system based on balanced scorecard Perspective is an important meeting at the party＇s spiritual guidance, and be proposed to solve practical problems universities of clean government work to. Through the establishment of balanced scorecard strategy map and index system, the university Clean and Honest Administration strategic requirements converted to personal guide to action, the effective implementation of the Clean and Honest Administration of the effectiveness of the work. The spirit of government performance management meetings should be pay attention to seriously understand in use, the integrated using of performance management tools and accurate designing colleges honest government performance management system, and it should be balanced scorecard as a strategic tool to establish the responsibility of party building in universities system performance management system, reflecting differences in different sectors and in different positions when developing the Balanced Scorecard.
