摘　　要：国务院发布的《大气污染防治行动计划》、广东省发布的《广东省印刷行业VOCs综合整治实施方案》都意味着VOCs综合整治已列入国家和地方政府的议事日程。软包装企业要达到治理标准，一是清洁化生产，从源头减少溶剂排放量：二是采用溶剂回收系统，将排放的溶剂回收再利用。本文详细分析了目前国家治理VOCs排放的相关标准及力度，并分析了企业目前所遇到的洽理难题及行业为之做出的努力。The Action Plan for the Control of Air Pollution promulgated by the state council, The Comprehensive Implementation Plan about Improvement of the VOCs Governance in Printing Industry promulgated by Guangdong province, both mean comprehensive VOCs governance has been an agenda of the national and local governments. So, how could flexible enterprise meet the standard？ Firstly, clean production. Reduce solvent emissions from the source. Secondly, adopt the solvent recovery system to reuse the solvent. This paper analyze the current standards of VOCs emissions and the national governance, and analyze the difficulty for enterprise and efforts made by the whole industry.
