摘　　要：包容性发展是一种聚焦于人的全面发展,强调机会公平、成果共享的发展思想。文章基于包容性发展思想,结合大型煤炭资源开发项目的特点,从项目与人的全面发展、项目与资源、项目与环境、项目与经济发展、项目与社会5个方面的包容性视角,设置了32个评价指标,构建了大型煤炭资源开发项目的多维度评价指标体系。Inclusive development is a development thinking focusing on the comprehensive human development, emphasizing equal opportunities and achievement sharing. Based on the thinking of inclusive development and combining with the characteristics of large - scale coal resources development project, the paper selected 32 evaluation indicators from five inclusive perspectives, including the relationship between the project and people＇s comprehensive development, resources, environment, economic development and society, established a multi - dimensional evaluation index system for large - scale coal resource development project.
