摘　　要：分析公共危机事件网络舆情风险因素,构建网络舆情风险管理的HHM框架,确定重要风险场景,重点研究"官方行为——舆情热度"风险场景,并将HHM框架转换为指标体系,应用AHP法和ABC法进行风险量化和评级,为政府公共危机事件网络舆情风险管理提供参考。This paper first analyzes the risk factors of the public crisis event＇s network public opinion.Then it constructs the HHM framework for the risk management of network public opinion,identifies important risk scenarios,focusing on the ＂ official behavior--public opinion hotness degree＂ risk scenarios,and changes the HHM framework into an index system.In addition,AHP method and ABC method are applied in risk quantification and rating.The findings provide a reference for the government to handle the risk management of public crisis event＇s network public opinion.
