摘 要:目的:进一步分析公立医院治理制度改革各利益相关者所掌握的资源和动用资源的能力,了解他们在改革中所起的作用和对改革的影响程度。方法:采用文献综述法和深度访谈法,创造"立场-资源和动用能力"分析模型。结果:公立医院治理制度改革的利益相关者主要占有行政权威、货币资金、信息渠道、社会关系网络和身份地位五种资源,其占有度和动用能力与自身的工作内容和工作方式息息相关。在"立场-资源和动用能力"分析模型中,可以清晰判断改革的动力、阻力大小和来源。结论:公立医院治理制度改革成功的关键在于维持动力相关方的改革热情,赋予他们更多的资源;转变阻力相关方的立场,化阻力为动力;吸引中立相关方的支持,获得更多的政策动力。Objective: To further analyze the stakeholders' resource and manipulated abilities of public hospital governance sys- tem reform, understand their function and incidence in the reformation. Methods: Using the literature review and deep interview method, to create "standpoint-resource and manipulated ability" analysis model. Results: The stakehohters of the public hospital governance system reform possessed administrative authority, monetary capital, channel of information, social network and identity resource, which were closely linked to the stakeholders' working duties and working manner. The size, resistanee and source of the retbrm could be clearly estimated in "standpoint-resource and manipulated ability" analysis model. Conclusion: The key to success of public hospital governance system reform was to maintain the reform enthusiasm of dynamic stakeholder, give them more resour- cea, change the standpoint of the resistance stakeholders, transform resistance into dynamic, attract the support of the neutral stake- holders and gain more policy dynamic.
