摘 要:我国水资源时空分布不均,600多座城市中有100多座城市严重缺水。水资源是城市发展的基础资源,根据《水法》,水资源综合规划和城市总体规划应相协调,但水资源规划和城镇体系规划的协调关系不明确。在具体操作层面,并无相关技术标准明确城乡规划与水资源规划协调关系,因此为从规划层面缓解城市缺水问题,需要构建城乡规划与水资源规划的关系,而尤为重要的是架构宏观层面省域城镇体系规划与水资源规划关系。本文剖析了水资源规划、城乡规划体系及其规划审批程序,研究了城镇体系规划、水资源规划的内容,构建了城镇体系规划与水资源规划的协调关系,在此基础上明确了省域城镇体系规划中水资源规划的步骤和内容。In China, about one in six of over 600 cities are in serious shortage of water due to the extremely uneven distribution of water resources. Since water resources are essential for urban development, water resource comprehensive plan should be coordinated with urban master plan in accordance with Water Law. However, there is no clear-cut coordination between water resource plan and urban system plan. In detail, there is no technical standard to define the relation between urban and rural plan and water resource plan. As a consequence, the coordination between the two, especially the macro-level relation of provincial urban system plan and water resource plan, should be constructed to alleviate water shortage of cities from the level of planning. Accordingly, this paper analyzes water resource plan, urban and rural planning system, as well as the approval process, studies the contents of urban system plan and waterresource plan, and builds a coordinated relationship. On this basis, the paper defines the procedure and contents of water resource plan in the provincial urban system plan.
