摘　　要：Governments at various levels promote cultural development at the grassroots by planning and launching cultural projects. But it has remained a problem .for these cultural projects to effectively meet cultural demand of the general public. Therefore, we need to design tailored cultural projects as a solution to solve the contradiction between supply and demand.
