规划转型:基于中关村科学城协作规划的思考

摘　　要：面对城市发展转型期复杂的城乡规划问题,规划转型已成为普遍共识。文章认为,规划需要关注公众话语与公共政策属性,规划编制正逐步由规划师主导的结果式的"空间管理"策略的制定向过程中协同推进的"实施共识"的构建转变,"协作"与"对话"已成为规划编制过程中的重要方式与方法。在这样的背景下,规划师的角色、城市规划教育模式以及规划管理体制都将需要转型。Considering that traditional planning method and technical system can no longer address the complex urban and rural planning issues,a planning transition has become a general consensus for the future development.The planning method is gradually developing from the ＂space management＂ to the ＂implementation consensus,＂ in which ＂collaboration＂ and ＂dialogue＂ become important in the planning process.And in this context,the role of planners,the planning education,and the planning management institution will be changed in an essential way.
