摘　　要：网络社会治理问题包括网络社会的基本属性、网络社会治理与保障公民权利的关系、网络暴力与犯罪行为的界定等。根据当前国内外的情况和相关的网络社会治理经验,未来开展网络社会治理时应该从引导、协商、立法和自治这四个方面入手,构建起四位一体的治理体系,这样才能起到明显的成效。The formation and development of network society cause a huge shock to the traditional social governance system, and in- crease the difficulty of the regulation. The control of political consciousness becomes more and more difficult, and the network crime and violence continue to grow,also all kinds of mass incidents become more frequent. In order to carry out network society governance ac- tion, we have to solve some key theoretical problems. These problems include;the basic attribute of the network society, the relationship between network social management and safeguard the rights of citizens ,the network of violence and crime definition and other aspects. Based on the current situation at home and abroad and the related management experience, the network society governance in the future should start from the auide, nezotiation, lettislation and autonomy, and build uo the four intearated management system.
