我国低碳高新技术产业R&D绩效评价探究

摘　　要：选取能够反应R&D绩效的指标,构建了低碳高新技术产业的R&D绩效评价指标体系,运用DEA模型对低碳高新技术产业中5个细分产业进行了绩效评价和研究,得出了各个行业的纯技术效率和规模效率,进而得出结论:我国低碳高新技术产业的R&D绩效总体良好,但各产业之间的R&D绩效存在着较大的差异。针对上述情况,提出提高低碳高新技术产业R&D能力,促进我国高新技术产业快速发展的政策建议。The criteria to reflect the performance of R＆D are selected. The system to evaluate the R＆D performance of low＇carbon and high,tech industry is established and the DEA model is utilized to evaluate and： research the perfor- mance of five industrious subdivisions in the low-carbon and high-tech industry. Then the efficiency of pure technology and scale in various domains are calculated. Finally, a con- clusion was pressed that the performance of R＆D in the low-carbon and high-tech industry is mostly favorable, but there is a significant difference in various industry. There- fore some political suggestions are provided to improve the ability of R＆D in low-carbon and high-tech industry and promote its development.
