甘肃城乡统筹的贫困标准及贫困人口分析

摘　　要：针对当前我国许多地区贫困标准偏低且缺乏科学合理的贫困标准确定方法等问题,以甘肃省为例,从城乡统筹的视角入手,采用人体每天必需的各种营养物质量、每种食物含有的各种营养物质量及不同食物的单位市场价格建立计量模型,计算出甘肃城乡居民维持正常生活需要的食品消费费用;并依据甘肃不同收入水平城乡居民的生活消费支出和食品消费支出对经典的恩格尔系数进行校正,运用校正的恩格尔系数估算出甘肃城乡贫困标准和贫困人口。在此基础上,依据甘肃城乡居民的贫困成因分析,因地制宜地提出了提高城乡居民收入的一些对策措施,试图为甘肃及我国其他省份确定贫困标准及减少贫困人口数量提供一些可供借鉴的思路和途径。Against lower poverty standard, the lack of scientific and reasonable way to determine poverty standard in rural and urban areas of China at present, as a example of Gansu province, starting from perspective of rural and urban areas in this paper, used the number of various nutrients that the body needs for every day, the number of various nutrients that each of food contains and unit price of different types of food, we establishment econometric model to calculate food consumption costs that urban and rural residents maintain a normal living needs in Gansu province. And based on living expenses and food expenses of different income levels to revise Engel coefficient in urban and rural residents of Gansu province, used Engel coefficient revised to estimate poverty standard and poverty population in urban and rural of Gansu province. On this basis, in accordance with poverty causes analysis of urban and rural residents in Gansu province, we proposed some countermeasures to improve urban and rural residents incomes according to local conditions, trying to provide some ideas and draw way for Gansu province and other regions of China to determine the poverty standard and reduce the number of poor people.
