战略灵活:朴槿惠政府对朝政策重塑

摘　　要：朴槿惠政府从对朝鲜的基本认识和政策目标、对朝政策的实施原则及采取手段等几个方面,重塑对朝政策,表现出较为明显的战略灵活理念。确认朝鲜是和平共存的对象,推进渐进式统一,但为应对朝鲜半岛局势的不确定性,也为统一的可能性做积极准备;坚持朝鲜弃核立场,但灵活实施政经分离、政企分离、商惠分离等原则;强调韩朝双方积累互信,对朝鲜的挑衅行为坚决予以应对,但持续推进对朝人道主义援助,有原则地推动韩朝关系正常化,强化韩美同盟,充实中韩战略合作伙伴关系,拓展对朝政策灵活性的战略空间。朝鲜对韩国的态度变化、韩国国内各方势力利益平衡、韩国与周边国家关系的协调是影响其战略灵活的重要因素。Park Geun-hye Administration is reshaping its policy towards DPRK from fundamental cognition,policy target,implementing principles,and measures. Actually,strategic flexibility is its feature. Regarding DPRK as the target of peaceful co-existence and advancing the unification gradually,while preparing for the possibility of unification in order to deal with uncertainty of Korean Peninsula. Insisting the policy that DPRK must abandon nuclear weapon,while implementing the principles of separation of politics from economy and enterprise. Emphasizing accumulation of bilateral trust and firm response to provocative act from DPRK,while keeping on providing humanitarianism assistant to DPRK. Promoting the normalization of relations between the South and North,while enforcing ROK-U.S. alliance and enriching Sino-ROK Strategic Cooperative Partnership so as to expand strategic space of strategic flexibility to DPRK. The following factors are the key to strategic flexibility of ROK:changes of DPRK's attitude to ROK,interests balance among different groups in ROK,and relationship coordination between ROK and its surrounding countries.
