摘　　要：政治是影响经济增长和波动的重要原因,但鲜有文献研究中国式政治经济周期问题。本文提出一个基于政府行为的新政治经济周期理论,探讨全国党代会和"两会"透过政府行为带来的经济影响。基于1994-2012年的省际面板数据,使用系统广义矩估计(SYS-GMM)和动态面板纠偏虚拟变量最小二乘法(LSDVC)全面分析了财政分权、地区禀赋和政治周期分别带来的财权效应、禀赋效应和换届效应。结果发现:中国存在着独特的政治经济周期和显著的换届效应,政治周期首先影响地方政府的经济行为(换届行为效应),这种行为效应在财政分权和政治晋升锦标赛制度框架下进而影响地方经济发展(换届经济效应),这种经济效应持续且稳健。本文从经济学视角释义了中国谚语"新官上任三把火",验证了基于政府行为渠道的中国式政治经济周期的存在性,为完善政府职能、优化宏观调控和谨防换届经济热提供了新思路。Politics is an important cause of economic growth and fluctuations. We present a new Political Business Cycle Theory based on the background of Chinese economic transformation and government behavior, explore the National Congress of the Communist Party of China, the ＂two sessions＂ and its government rotation＇s impact on evolution of the behavior of local government officials. Based on 1994- 2012 inter-provincial panel data of China, SYS-GMM and LSDVC, we find that there are significant PBC and Rotation effect in China, the political cycle affect economic behavior of local governments （the rotation behavioral effects）, and affect local economic development （the rotation economic effects） in fiscal decentralization and Promotion Tournament. The effect is sustained and robust, so we provide an explanation of a Chinese proverb ＂new broom sweeps clean＂ from economic perspective and verify the Chinese-style Political Business Cycle（CPBC）. We provide new ideas for further improving the functions of government, optimizing macro control, and avoiding economic heat caused by political rotation.
