摘　　要：本文通过公民认同档案馆信息服务功能应然向度的叙述和公民认同档案馆信息服务功能实然困境的描述与分析,提出了提高公民对档案馆信息服务功能认同的建议,一是构建科学的"档案民生论"理论体系,二是改革档案馆信息服务的实践:从认知、知觉、情感和行为四个维度进行操作,用公民的高认同促使档案馆信息服务功能的彰显,推动档案事业的发展。Through depiction of ideal appearance about citizen identity on archives intormation services function, combined with the analysis of factual dilemma about it, we proposed the suggestions to improve the functional identity. On the one hand, building scientific theoretical system, which is ＂Archives People＇s Welfare theory＂; on the other hand, operating from the cognitive, perceptual, emotional and behavioral di- mensions and revealing the archives information services functions with high citizen identity, so as to pro- mote the development of the archives career together.
