被“抑制”的农村资金互助社——基于马屿镇汇民农村资金互助社的调研

摘　　要：通过对马屿镇汇民农村资金互助社的调研,发现政府管制直接或间接增加了互助社的成本;互助社缺乏来自财税部门的支持而无法享受足够的财税优惠政策;互助社缺乏中国人民银行的支持而无法开展与其他金融机构的业务联系。汇民农村资金互助社虽是个案,其意义却未必只是个案,本该被"鼓励"的农村资金互助社受到了不小的"抑制"。政府适当放宽监管、加大扶持,才能使农村资金互助社更好的发展。This article was based on the Mayu rural mutual cooperative research.The author found that the control of government directly or indirectly increase the cost of rural mutual cooperatives.The rural mutual cooperative lack of support from the finance and taxation departments can not enjoy the preferential taxation policy enough.The rural mutual cooperative lack of support from the people＇s Bank of China,so it can not be carried out with other financial institutions in business contacts.The Mayu rural mutual cooperative is a typical case but not a typical case.The rural mutual cooperatives what should be encouraged were suppressed.The government needs to relax regulation and enlarge the support of policy.
