摘　　要：论文立足于我国CIP领域的研究和实践,明确了CIP信息的生产和应用对出版发行、图书馆等社会各领域发展的重要意义,正面探讨了CIP数据中存在的质量问题并分析其原因,由此提出通过强化CIP数据在出版行业管理中的作用,改革推动建立服务导向型的数据管理体制,发挥源书目在发行领域的作用和筹划建设ECIP等措施,以顺应信息科技和体制改革的趋势,优化CIP数据链并推动CIP信息在多领域中的应用。Based on the theory and application of the national cataloguing in publication（CIP）, this paper gives an explicit target and its value in improving the publishing, library and related industry, discusses about the quality issues and the reasons, and accordingly proposes some measures like enhancing the CIP data mining in the publishing industry administration, building the service-oriented management system through reformation, developing its application in the book circulation and preparing to establishing the ECIP project, in order to optimize the CIP production and improve its application in other fields, which complying with the information technology update and the system reform.
