积极培育有利于多元主体共同发展的文化金融政策环境

摘　　要：良好的文化金融政策环境是在特定的社会环境中培养起来的,我国的文化与金融结合在政策层面还存在一些问题,如政策的科学化水平和民主化程序还有待提高,政策的稳定、协调性、周密性和配套性差,还不能适应文化产业发展规律和切实转变财政投入方式的需要,不能适应社会主义市场经济发展的需要。必须进一步细化文化与金融融合发展相关政策的制定与实施,形成投资主体多元化、融资渠道多样化及资金效率最大化的政策环境;完善文化与金融结合的长效机制和对接机制,巩固和提升文化金融产业的政策环境;加强法治环境建设,建立健全规范文化金融产业的相关法律体系和风险防范体系。要将财政政策和产业政策、行业政策、金融政策结合起来,实现文化与金融的协同共赢。A sound cultural finance policy environment is cultivated in a specific social environment.There are some policy problems concerning the combination of culture and finance in China. For example,the scientific level and democratization process of the policy need to be improved; the stability, coordination,consideration and support of the policy are weak; the policy cannot adapt to the development law of cultural industry and the needs of the real transformation of the mode of financial input and the needs of the development of the socialist market economy. The formulation and implementation of the policy related to co-development of culture and finance need be further detailed. An environment with diversification of investment subjects and financing channels and maximization of capital efficiency should be formed. A longterm mechanism and the docking mechanism of combining culture and finance should be perfected. Fiscal policy, industry policy, and financial policy should be combined to realize the collaboration and mutual benefit of culture and finance.
