摘　　要：节水型社会建设效果评价对于评价区域本身的经验总结具有重要意义,也可为全社会推进节水建设提供借鉴参考。基于上海市节水型社会建设的相关统计数据,采用物元分析法建立指标体系,并运用因素贡献率计算权重,以2002年为基准年,对上海市2008年-2012年节水型社会建设效果进行评价。结果表明,2008年-2009年节水型社会建设评价等级为"效果一般",2010年-2012年为"效果明显",且每年有不同程度提高,发展态势良好;节水建设水平相较于2002年发展迅速,工业节水方面略有不足。该评价结果与上海市节水型社会建设实际相符,说明物元模型对于区域节水型社会建设评价有较好的适应性,有较好的应用价值和推广前景。The effect evaluation of the construction of water-saving society has great significance for the experience summary of the evaluation region,and also provides references for the whole society to promote water-saving construction.Based on the statistical data of the construction of water-saving society in Shanghai,the matter element analysis method was used to develop an evaluation index system and the weight of each index was calculated using the factor contribution rates.Year 2002 was considered as the base year,and the evaluation index system was used to evaluate the effects of the construction of water-saving society in Shanghai from 2008 to 2012.The results showed that the effects of the construction of water-saving society in Shanghai are about average from 2008 to 2009,but above average from 2010 to 2012 and improve every year.Compared with year 2002,the level of water-saving construction develops rapidly,even though there is lack of industrial water-saving.The evaluation results are consistent with the actual situations of water-saving construction in Shanghai,which indicates that the matter element analysis model is adaptable to the evaluation of regional water-saving construction and therefore it has good application value and promotion prospect.
