摘　　要：转型期中国由于利益表达制度尚不够健全,公民利益表达需求的多样性与政府制度供给不足存在尖锐矛盾,尤其是社会弱势群体长期利益表达不畅,导致群体性事件频发。弱势群体利益表达问题的关键是解决其利益表达的实效性问题。当前弱势群体利益表达的无效或低效背后,既有表达渠道和表达制度供给的滞后性因素,也同弱势群体自身的局限性及党政官员的能力和素质缺陷密不可分。要想提升弱势群体利益表达有效性从而消减群体性事件,单凭完善弱势群体利益表达制度本身是不够的,还须有其他的措施来加以保障。这其中,培育成熟的表达主体是有效表达的前提保障,完善配套制度是有效表达的根本保障,党政官员的责任心和能力建设是有效表达的基本保障。During the transition period in China,as the interests expression system is still not perfect,sharp contradictions between diversity of citizen＇s interests expression demand and deficiency of government＇s institution supply,especially the interests expression of social vulnerable groups is not smooth,which have caused frequent mass incidents. The key problem of vulnerable groups＇ interests expression is expression effectiveness. Currently,the reasons of ineffective or inefficient interests expression of vulnerable groups includes both expression channels and expression system factors. Also,limitations of vulnerable groups and ability and quality defects of expression object are important factors. In order to improve the interests expression effectiveness of vulnerable groups and then reduce mass incidents,only by perfecting the interests expression system is not enough,other measures must be taken,too. Among them,cultivating mature expression subject is the premise of effective expression,supporting system is the fundamental guarantee of effective expression,government officials＇ responsibility and ability construction is the basic guarantee for effective expression.
