中文图书政府采购招标文件编制应注意的几个问题

摘　　要：招标文件的编制作为中文图书政府采购招标实践的第一步,其编制质量高低将对整个招标项目实施的质量和进度起着根本性的制约作用,因此具有极其重要的意义。论文在介绍中文图书政府采购招标文件编制的原则基础上,提出做好编制前的准备工作、注意维护投标人的经济利益、量化征订书目数据要求、要求到货率及违约责任、量化违约责任、制定详细的评标标准等应注意的几个问题,以期能为同行提供参考。The proparation of bidding documents is the first step in the practice of government procurement tendering of Chinese books, the high and low quality of it will play a fundamental role on the quality and progress of the bidding process, therefore it has the extremely important significance. This paper introduces the principle of government procurement tendering documentation of Chinese books, points out some problems that need to be attached importance to, such as preparation before work, maintenance of the economic interests of bidders, quantitative acquisition bibliography data demands and quantitative liability for breach of contract and liability for breach of contract, the arrival rate, and the bid assessment standards, in order to provide reference for peers.
