摘　　要：改革退休制度为养老保险制度是社会保险法的规定,也是现行政策。在由退休制度改为养老保险制度的进程中,存在一些疑惑,需要沟通交流,消除误解,形成共识。以"职工+居民"为制度框架,建立公平可持续的养老保障体系,人人享有适度的养老保障待遇,是改革的长期目标。Changing retirement into endowment insurance system is the current policy,which is stipulated in Social Insurance Law.During the process of conversion,some doubts exist requiring communication to diminish misunderstandings and to reach a consensus.It is the long term goal of reform to make ＂employees＋inhabitants＂ as system framework,build fair and sustainable endowment security system and let everyone enjoy proper endowment security treatment.
