人地挂钩动态监测监管系统设计思路  

Design Thought for People-land Contact Dynamic Monitoring Regulatory System

摘　　要：《国务院关于支持河南省加快建设中原经济区的指导意见》中提出，允许河南省在严格执行土地利用总体规划和土地整治规划的基础上，探索开展城乡之间、地区之间人地挂钩政策试点，有效破解“三化”协调科学发展用地矛盾，通过分析土地整治、人地挂钩各类业务指标和业务流程，结合指导意见及人地挂钩监测监管的思路，本文以工作流平台为引擎，采用 Microsoft.NET 框架，ORACLE关系型数据库，结合 ArcGIS server 图形平台，对系统建设目标、系统实现及采用的关键技术做了简要介绍。The “Guidance of the State Council for how to support to speed up the construction of the central plain economic zone in Henan province” allows the local government of Henan province to build up some People-land Contact policy pilots between the urban and rural areas on the basis of strict general land using and land management planning implementation, to effectively solving such contradictions between coordinated development and land using in “three progress” （scale, modernization ＆amp; scientization）. On the analysis of land reclamation and People-land Contact with of all kinds of process, combining with the Guidance and People-land Contact monitoring ideas, this paper makes a brief introduction on the construction target, implementation and key technology of the Regulatory System, using the work flow platform, Microsoft.NET, ORACLE relational database and Arc GIS server graphic platform.
