摘 要:生态移民是改善我国西部干旱半干旱地区脆弱环境、解决生态难民出路、实施扶贫开发的重要举措。为了解生态移民背景下干旱半干旱地区碳平衡的变化,在内蒙古孪井滩扬水灌区开发及移民行动调研的基础上,分析了移民行动对孪井滩示范区和移民原驻地碳汇和碳源的影响。结果表明:1)随着人口增加和社会经济发展水平的提升,示范区碳源总量从1992年的6 603.55 t增长为2011年的213 978.88 t;2)随着土地覆盖情况的变化和生态环境的改善,碳汇总量从1992年的247 889.07 t增长到2011年的1 000 691.12 t;3)随着生态移民行动的实施,移民原驻地碳汇量大幅度增加。生态移民工程的实施,解决了生态难民的出路,推进了区域大生态环境的改善,增强了区域碳汇功能。Ecological immigration is an important measure, to improve the fragile environment of arid and semi-arid regions in China west, in hoping to solve the living problems of the ecological immigrants, and implement the poverty alleviation and economic development. Based on the study of the development and immigration action in the underground water-pumping irrigation area in Luanjingtan Demonstration Area, Inner Mongolia, this paper has chosen 1992, 1999, 2006 and 2011 immigration year as the reference P0in!s of the pre-immigration, the early stage, mid stage and the late stage, analyzed the impact of resettlement action to carbon sinks and carbon sources of Luanjingtan demonstration area and the original resident. The results shows : ( 1 ) with the growth of population and the social and economic development, the carbon source of Luanjingtan demonstration area has increased from 6 603.55 t in 1992 to 213 978.88 t in 2011, with an average annual increasing rate of 18.81% ; (2) with the changes in land coverage and the improvement of environment, carbon sinks have increased from 247 889.07 t in 1992 to 1 000 691.12 t in 2011, with an average annual increasing rate of 7.23% (3) with the implementation of ecological immigration policy, the carbon sink for the original residence has increased greatly with the actual increase from 948 840.05 t in 1992 to 10 794 150.40 t in 2011, with an average annual increasing rate of 12.93% ; (4) with the continuous progress in poverty-stricken alleviation and developmert program, the living standards of immigrants continue to improve, with the total carbon sinks of original residence and the Luanjingtan demonstration area demonstrate a sustainable growth trend, with the increase of from 1 190 125.57 t in 1992 to 11 580 862.64 t in 2011, with an average annual increasing rate of 12.05 % .
