摘　　要：在分析北京市自来水市场的实际状况的基础上,建立了一种基于价格歧视的水价形成机制,分析了在预算平衡约束条件下社会福利达到极大值时,居民用水、工业用水与特种用水这3个市场的自来水价格,以及居民用水市场内部的数量分配问题.如此一来,通过利用价格歧视杠杆和财政支出政策,在提高淡水资源配置效率维护自来水价格稳定的同时,将垄断利润转化为社会福利促进社会的公平正义.This paper forms a water price system on the basis of price discrimination, and then ana- lyses the tap water price on the different markets in residents, industry and commerce, special in- dustries, and quantity disposition among the tap water market in residents. This price system could improve the efficiency in tap water supply and promote the justice in the whole society by means of price discrimination and financial subsidy.
