摘　　要：依据法律法规的规定,水利部长江水利委员会制定了入河排污口监督管理实施细则,明确了审查审批程序和要求,规范了监督管理事项和行为,对保护水资源、改善水环境、促进水资源可持续利用起到了重要推动作用。目前,长江流域废污水排放出现城镇生活污水由污水处理厂分片收集集中处理排放、工业污水由园区集中排放的现象。针对工业园区入河排污口监督管理工作中的问题,结合长江流域工业园区入河排污口监管实践,提出解决方案建议,为园区入河排污口设置论证与审查审批、监督管理和有关法规修订提供参考。Implementation rules and regulations on Supervision and Control of Pollution Discharged into Rivers issued by the Changjiang Water Resources Commission （CWRC） of the Ministry of Water Resources （MWR） has played a critical role for water resources protection and sustainable development as well as improvement of water environment, thanks to the clear stipulations on appraisal and approval procedures and scope of supervision and control. In the Yangtze River Basin, wastewater of urban areas is collected by blocks but centrally treated, and wastewater from industrial parks and zones is usually discharged collectively. In order to improve supervision and control of pollution discharge into rivers from industrial parks and zones, suggestions are made based on practical experiences so as to provide reference for amendment of laws and regulations related to appraisal and approval for installation of pollution discharge points and control measures.
